STUDY TASKS

System Inventory and Data Collection

Work products include a GIS map series depicting an inventory of conditions by mode, as well as turning movement counts, mid-block counts and a multimodal quality of service inventory.

Origin-Destination Survey

Renaissance will undertake a limited origin-destination survey for a typical weekday designed to shed light on travel patterns in the study area. Renaissance will prepare technical memorandum #1 summarizing the results of the origin-destination survey.

Existing Conditions Analysis

The existing conditions analysis will provide a baseline assessment of the roadway network operations in terms of level of service, available capacity, delays, crash locations and the gaps or interconnectivity of modes. This analysis will focus on intersection capacity and operations, which control the function of the thoroughfare corridors. Technical memorandum #2 will provide an audit of the strengths, weaknesses, constraints and opportunities for the downtown transportation system as a basis for the evaluation of future conditions and will identify the key access and circulation issues that should be considered in making each downtown more functional for desired redevelopment and to maintain or improve regional accessibility.

Land Use Analysis

Renaissance will prepare technical memorandum #3 summarizing development potential within the study area by time frame based on the adopted future land use maps and the review of approved/pending development. A key step in this task is to define measures of effectiveness for evaluation of future conditions and development of strategies.

Future Conditions Analysis

The consultant will prepare technical memorandum #4, which will describe future conditions for the study area transportation system by 2030. The analysis will reflect the land use assessment in Task 3 and will quantify the performance of the roadway network based on committed transportation projects and anticipated development by 2012. The memo will also identify system deficiencies and needs by 2030.

Evaluate Mobility Scenarios

Work products for this task will include: 1)Evaluation matrix comparing each scenario against measures of effectiveness; 2)Map(s) and a table presenting level of service and traffic operations results from model output; and 3)Projections of transit ridership and improvements in multimodal quality of service

Define System Plan

The system plan will identify specific projects by mode that complete a system of transportation options that help support the anticipated growth and desired character of new development and redevelopment within the study area. The system plan will consist of a combination of capital projects and possible transit service options for a 2030 horizon year.

Prepare Implementation Action Plan

The consultant will prepare technical memorandum #5 conveying an implementation action plan for the study area. This will entail development of costs for all system plan projects, identifying a phasing plan, and list of financially feasible projects by funding source for inclusion into local government Capital Improvement Programs and the MPO’s Transportation Improvement Program (TIP).

Produce Draft and Final Report

The team will produce a draft report, combining all of the technical documents into one cohesive document for review by the project steering committee. An additional product of the final report will entail creation of a summary poster intended for quick reference by the public and stakeholders providing an overview of downtown mobility strategies and the key implementation actions.

Public Involvement

The public involvement process will be designed to raise awareness of the issues, seek consensus on preferred solutions and a means to ensure their implementation in a timely manner. The consultant will carry out the following public involvement elements: developing a contacts list, facilitate a series of focus group discussions, develop and maintain this Downtown Mobility Study website, develop and distribute up to 3 e-newsletters and organize and facilitate 3 community workshops.
